The Brazoria County Municipal Utility District No. 03 (BCMUD 3) will hold a public hearing on its proposed tax rate for the 2025 fiscal year.
Date & Time:Â Thursday, September 4, 2025, at 12:00 p.m.
Location:Â Office of Wallace & Philbin, L.L.P., 6363 Woodway, Suite 800, Houston, Texas 77057.
The District is proposing to keep its total tax rate unchanged at $0.33500 per $100 of valuation. However, due to a significant reduction in general homestead exemptions (from $16,002 to $3,617) and a change in average taxable values, the tax bill on an average residence homestead is projected to increase by $37.06 (3.12%) compared to last year.
Brazoria County Municipal Utility District No. 3 (the âDistrictâ) is committed to providing efficient, high-quality sewer service while keeping rates as low as possible for our customers. To continue meeting rising operational costs, specifically increased garbage collection costs, the District has implemented a sewer rate adjustment.
Even with this increase, the District continues to offer some of the lowest water and sewer rates in the region. Please understand that the Districtâs Flat Sewer Rate includes the costs for garbage collections services as a pass-through cost to its customers and that the District for the past several years has been absorbing the increased costs for garbage collection without increasing its fees. We appreciate your understanding as we make this necessary adjustment to ensure continued reliable service.
There will be no trash collection in the District on Monday, September 1st, 2025 for Labor Day. Pickup will resume on the next regularly scheduled collection day.

Thank you for your understanding of the Holiday Schedule.
The Brazoria County Municipal Utility District No. 03 will hold a public hearing on the proposed tax rate for the tax year 2024. Here are the details of the meeting:
The proposed tax rate for 2024 is $0.33500 per $100 of value, a slight decrease from last year’s rate of $0.33700, reflecting a -0.59% change.
The average appraised value of a residence homestead has increased from $363,067 to $371,915. However, the general homestead exemption has decreased, affecting the average taxable value, which has increased from $326,471 to $354,561.
Consequently, the tax on an average residence homestead is proposed to increase from $1,100.21 to $1,187.78, an annual increase of $87.57 or 7.96%.
If the proposed combined tax rate results in taxes on the average residence homestead increasing by more than 8%, qualified voters may petition for an election to reduce the operation and maintenance tax rate to the voter-approval tax rate as per Section 49.23603 of the Water Code.
For more details and to better understand how this tax rate may impact your property taxes, please refer to the full document or visit the Texas Comptroller’s website at comptroller.texas.gov/taxes/property-tax. You can also access your local property tax database through Texas.gov/PropertyTaxes for information on your property taxes and scheduled public hearings.
Dear Residents,
We’ve hired Texas Groundworks Management, Inc. to help clean up the storm debris in our District. They are planning to begin the cleanup on Tuesday, July 16th, and it might take several days to finish the job.
The cleanup will include removing tree debris (like fallen branches and other tree-related debris), damaged or unwanted fence materials, and any other non-trash debris.
Texas Groundworks will use equipment like dump trucks, wood chippers, dump trailers, and chainsaws to make sure everything is cleaned up efficiently and properly disposed of according to local regulations.
We appreciate your patience during this process. If you have any questions or concerns, please contact us at board@bcmud3.org or 713-739-1060.
